The Jacksonville Town Council is predicted to introduce laws Sept. 14 for a nearly $114 million incentives deal with Jacksonville Jaguars operator Shad Khan for his strategy to construct a Four Seasons Hotel and Residences and an office making at the previous Youngsters Kampus site alongside the Downtown riverfront.
